A meeting of the Council on 9 July will be asked to ratify arrangements for Richard Rout to take over as Interim Chief Executive, when current Chief Executive Stephen Young leaves his post at the end of August.

Richard Rout has worked for Halton Borough Council since 2005, holding a number of senior roles, including his current post as Corporate Director, where his responsibilities include the Council’s programme of transformation.

Prior to joining Halton, Richard worked at Bolton Council, holding a number of roles in corporate and customer-facing services. Richard’s local government career started at Doncaster Council in 1991, with some time also spent in private sector organisations.

Commenting on the appointment, Leader of Halton Borough Council, Cllr Mike Wharton said “The choice of Richard as Interim Chief Executive will ensure continuity for our staff, partners and most importantly our residents.

“Richard has a deep understanding of our organisation, Halton and the Liverpool City Region. He brings a wealth of experience, strong leadership and a steady hand that will help guide our organisation forward during this interim period.

“I wish him every success in his new position”.

The interim arrangements will remain in place until the process to appoint a new permanent Chief Executive is completed and the successful candidate can take up their role.
