HALTON Borough Council is pleased to announce that, following a rigorous recruitment process, Zoe Fearon has been appointed to the role of Executive Director of Children’s Services.
Zoe is currently Director of Children’s Social Care at Salford City Council, a post she has held since 2019, and brings with her 24 years of experience in local authority children’s services.
Zoe, from Warrington, worked at Halton Council for 20 years, starting her career as a social worker and progressing to Head of Service for Children in Need/Child Protection.
She has direct experience in working within education and with children with SEND, alongside significant experience of managing social work services, and has also led major service transformation programmes.
Welcoming Zoe back to Halton, Chief Executive Stephen Young said: “I am delighted that Zoe will be returning to the Council, bringing to this vital role her already extensive local knowledge, wealth of skills and strategic leadership experience. I wish her every success when she takes up her new role.”
Zoe says: “I am delighted to be returning to Halton Borough Council as the Executive Director for Children. I am excited to get started working alongside colleagues, partners, young people and their and families to support Halton’s ambitious vision to improving outcomes.
“I am looking forward to building upon, and contributing to, the great work already underway across the Council utilising my extensive experience of working in Halton to support the delivery of the ambitious plans within Children’s Services.

Zoe starts her new role at Halton in October.
