Over the past three years, Halton Borough Council has proudly partnered with local communities to deliver a wide range of projects, made possible through funding from the UK Shared Prosperity Fund (UKSPF). These initiatives have revitalised town centres, enriched cultural life, and enhanced green spaces—creating a more vibrant, sustainable, and connected Halton.
Thanks to this funding, the Council has supported over eight festivals and cultural events, introduced a new Cultural Lead role, improved customer experiences at Widnes Market and the award-winning Brindley Theatre, and awarded 17 grants to local community groups.
The programme was delivered through three key strands:
- Town Centres
- Culture, Arts & Heritage
- Green, Resilient & Safe Communities
Culture, Arts & Heritage
From borough-wide celebrations marking Halton’s 50th anniversary to schoolchildren contributing to a community mural at the Catalyst, this strand has brought creativity and connection to the forefront. Highlights include:
- Refreshed seating and improved visitor experience at the Brindley Theatre in Runcorn.
- Appointment of a new Cultural Officer and development of a borough-wide cultural strategy.
- Support for 11 local organisations to deliver projects such as a community poetry book, live heritage performances, and choir events.
- Standout events like Eurovision celebrations at Norton Priory and The Studio, and MakeFest 2023 at Widnes Library, showcasing local makers and creators.
Town Centres
Supporting local businesses is vital to keeping Halton’s town centres thriving. This strand delivered:
- Direct support to 47 businesses through expert advice and tailored guidance.
- A refreshed Business Support website and masterclass films offering resources and updates, which can be found here.
- A series of free, family-friendly events across Widnes, Runcorn Town, and Halton Lea, including a Comic-Con, Market Fest, MakeFest 2024, and a spectacular fireworks display.
Green, Resilient & Safe Communities
Led by the Council’s Community Development Team, this strand focused on connecting people with nature and promoting sustainability. Achievements include:
- Over 17,000m² of public space and 20,000m² of green space improved.
- Tree planting at a local school.
- £18,000 awarded to 10 community groups for projects like raised beds, greenhouses, and wildlife habitats.
- Transformative work by groups such as St. John and St. Paul’s Transform Widnes and Clifton Road Allotment Association, turning local spaces into vibrant community hubs.
- Installation of solar panels on the Camden Buildings in Runcorn, which is run by Hazlehurst Art Studio.
- Two underpass murals celebrating Halton’s natural beauty and community spirit.
